RC Transfer Process for Used Cars in Uttar Pradesh (2026 Guide)

Buying or selling a used car without completing the RC transfer is the single biggest legal risk either party can take. We have seen sellers receive traffic challans three years after selling their car, and buyers fight uphill battles to claim insurance because the policy was never transferred. Why RC transfer matters so much
Until the RC is officially transferred at the RTO, the previous owner's name remains on the government's vehicle records. Any traffic challan, accident claim, criminal investigation or environmental notice involving the vehicle goes to that name first. Insurance claims become harder because the policy and the RC do not match. Selling the car onwards to a third buyer becomes legally complicated. None of this is theoretical — these cases hit the Etah RTO desk every single week.
Required forms
- Form 29 — Seller's intimation of sale. 2 copies, signed by the seller. This formally notifies the RTO that the vehicle has changed hands.
- Form 30 — Application for transfer of ownership. Signed by both buyer and seller.
- Form 35 + NOC from financier — Only if the car had a loan that has now been closed. Form 35 terminates the hypothecation entry on the RC.
- Form 32 — Only required if the vehicle is being transferred to a legal heir after the owner's death.
- Form 28 — Required only if the vehicle is being transferred from one RTO jurisdiction to another (NOC from original RTO).
Required documents
- Original RC (smart card or paper).
- Valid insurance certificate with at least 30 days remaining.
- Valid PUC certificate.
- Buyer's PAN card.
- Buyer's Aadhar card or other government address proof.
- Two passport-size photographs of buyer.
- Loan-closure NOC from financier (if applicable).

- Transfer fee: ₹400 for two-wheeler, ₹600 for car, ₹800 for commercial vehicle (approximate).

- Inter-state NOC: ₹500 (only if vehicle is moving RTOs).
- Late fee: ₹500 per month after 14 days from sale date.

Step-by-step timeline
Day 0 — Sale completed
Buyer pays seller, both sign Forms 29 and 30, seller hands over original RC, insurance, PUC and key. Seller retains 1 copy of signed Form 29 as proof of sale.
Day 1–2 — Online intimation
Seller logs into the Parivahan portal (parivahan.gov.in) and submits Form 29 intimation online. This protects the seller from any liability arising after this date.
Day 3–7 — Buyer files transfer application
Buyer (or dealer on buyer's behalf) submits Form 30 application online, pays the transfer fee, and books a slot at the Etah RTO for vehicle inspection.
Day 7–10 — Vehicle inspection at RTO
Vehicle is physically presented at the RTO for chassis-number verification. The inspector takes a pencil print of the chassis number and verifies engine number against the application.
Day 10–14 — Approval and smart card printing
RTO clerk verifies all documents, approves the transfer, and the new smart-card RC enters the printing queue. Online status changes to "Approved".
Day 14–21 — Postal delivery
New RC is dispatched by Speed Post to the buyer's registered address. Online download of the e-RC is available the moment status changes to "Issued".
Insurance transfer (do not skip this)
Within 14 days of the sale, the buyer must transfer the insurance policy into their name by writing to the insurer. The seller's No-Claim Bonus does not transfer to the buyer — the seller keeps it and applies it to their next policy. If insurance is not transferred and there is an accident in the meantime, claims will be denied. Most insurers charge a nominal ₹100–₹500 endorsement fee.
Common problems and how to fix them
- Hypothecation still showing on RC despite loan closure — file Form 35 with bank's NOC at the RTO. Process takes 7 days.
- Chassis number on RC does not match plate — RTO needs an inspector verification and updated entry. Sometimes due to original RC printing errors.
- Original RC lost — file for duplicate RC first (Form 26) before transfer. Adds 21 days to the timeline.
- Pending challans on the vehicle — must be cleared before transfer is approved. Check on the Parivahan portal in advance.
- Vehicle registered in another state — requires NOC from original RTO before Etah RTO will accept transfer.

If you are buying a car originally registered in Delhi, Haryana, Rajasthan or any state other than UP, you need a No Objection Certificate (Form 28) from the original RTO before the Etah RTO accepts the transfer. The original-state RTO confirms there are no pending fines, no road-tax dues, no criminal records on the vehicle. Processing time for Form 28 is typically 15–30 days, and you also need to pay the differential road tax in UP (the new state) and claim a pro-rata refund of road tax already paid in the original state.
